Dear Victor,

With reference to my private telegram of today's

date, I enclose a letter to Brenan which explains itself.

This is one of the cases where a policy of peace at almost

any price is to be recommended. If it is desirable to print

Clementi's despatch, the Colonial Office would, no doubt, be

ready and able to make such slight alterations in it as are

necessary in order to transfer the Governor's criticisms

from Brenan personally to the Foreign Office and diplomatic

service, or even to His Majesty's Government as a whole.
